Who runs .com
.com is one of the original generic top-level domains, created in 1985, and is the largest extension in the world by number of registrations. Its registry is operated by Verisign under a contract with ICANN, the body that coordinates domain names worldwide.
Who can register
Anyone, anywhere. There is no rule that a .com must be a company or a commercial site, and no documents are needed. You give correct contact details for the owner; the rest is choosing a name that is still free.
The 60-day transfer rule
Under ICANN's transfer policy, a .com that has just been registered or moved to a new registrar is locked against another registrar transfer for 60 days. It works normally in every other way during that time: you can host a site, set up email and change nameservers.
Disputes
Trademark disputes over .com names are settled under the UDRP, ICANN's Uniform Domain-Name Dispute-Resolution Policy. If your chosen .com matches a well-known brand you do not own, pick another name; a complaint can take the domain away.
WHOIS privacy
WHOIS privacy is included free on .com, so your name, phone and home address do not appear in public lookups, and the domain does not attract the usual stream of spam calls and "SEO offer" emails.
